Now Accepting Applications: 2025 Rural Coordinated Entry Supportive Services Grant
Community Partnership of Southeast Missouri (CPSEMO) is pleased to announce the release of the 2025 Rural Coordinated Entry Supportive Services Only (Rural CE SSO) Request for Proposals. This funding opportunity is designed to strengthen Coordinated Entry (CE) infrastructure in rural regions of the Missouri Balance of State Continuum of Care (Mo BoS CoC).
Funded through HUD’s Special NOFO for Unsheltered and Rural Homelessness, this award will support hiring CE staff, enhancing access points, expanding rural outreach, and improving system coordination across Missouri’s rural counties.
About This Opportunity
This grant focuses on supportive services only and does not provide direct housing funding. Instead, it is intended to build the local capacity needed to efficiently and equitably connect individuals and families experiencing homelessness to housing and supportive services.

Eligible Regions: Regions 2–10 (see RFP for detailed county listings)
Award Range: $53,626 – $150,153 (varies by region)
Grant Term: October 1, 2025 – June 30, 2027
Match Requirement: 25% (cash or in-kind)
Data Requirement: HMIS (or HMIS comparable database for VSPs)
Project Expectations
Funded projects will:
Hire and train CE staff to manage regional access points and case conferencing
Reduce wait times for CE assessments and housing referrals
Expand outreach to individuals in remote and underserved areas
Collaborate with the Regional CE Lead and local partners in each county served
Provide quarterly CE training (Housing First, Trauma-Informed Care, Fair Housing)
Integrate voices of individuals with lived experience into project planning and evaluation
Eligibility Criteria
Applicants must:
Be a Missouri-based 501(c)(3) nonprofit organization in good standing
Have active SAM registration with a valid UEI
Demonstrate capacity to manage federal grants
Participate in Coordinated Entry and use HMIS (or an HMIS comparable system for VSPs)
Provide a 25% match (cash or in-kind)
Engage at least one local partner in each county served
