The Community Partnership of Southeast Missouri (CPSEMO) has been awarded $6.8 million from the U.S. Department of Housing and Urban Development's (HUD) Youth Homelessness Demonstration Program (YHDP). This funding supports various housing initiatives, including rapid rehousing, permanent supportive housing, transitional housing, and host homes, all of which aim to address youth homelessness in Missouri's rural areas.
The YHDP equips our community with the necessary resources, technical assistance, and flexibility to develop and implement a coordinated approach to youth homelessness. This strategy aligns with the unique needs, assets, ’ unique needs, assets, constraints, and preferences.
The primary goal of the YHDP is to support CPSEMO in developing and executing a Coordinated Community Plan (CCP) to prevent and end youth homelessness.

The Strategy
The Coordinated Community Plan (CCP) for the Community Partnership of Southeast Missouri (CPSEMO) YHDP is the result of an extensive planning process, driven by input from community stakeholders, our lead agency, technical assistance from HUD, and critically, youth with lived experiences of homelessness. Together, we've developed a shared vision, mission, clear goals, and actionable steps to effectively prevent and end youth homelessness in our region.
This comprehensive planning process guides how our YHDP funding will be utilized, ensuring resources are targeted efficiently and reflect community priorities.

Youth Action Board (YAB)
Through the Youth Homelessness Demonstration Program (YHDP), the Community Partnership of Southeast Missouri (CPSEMO) has established a Youth Action Board (YAB) comprised of youth and young adults with lived experiences of homelessness. The YAB provides valuable insights, strategic guidance, and oversight for all activities related to YHDP as part of CPSEMO; the YAB directly influences decisions and strategies to ensure youth-focused, practical solutions.

CPSEMO is committed to Positive Youth Development (PYD), which recognizes that, with guidance and support from caring adults, all youth and young adults can thrive, leading healthy and fulfilling lives while positively contributing to their families, schools, and communities.
PYD emphasizes viewing youth not as problems to solve, but as valuable individuals whose strengths and abilities can be developed and supported.
Our community is dedicated to ensuring that youth providers, community partners, and advocates learn to engage youth in a respectful, nonjudgmental manner, free from stigma or labeling based on their past experiences, choices, or behaviors. This section provides training resources and materials to support staff and community partners in adopting equitable, youth-focused best practices.

They focus on strategies that help CPSEMO’s YHDP programs and staff achieve the system-level goals outlined in our Coordinated Community Plan (CCP). Community Partnership of Southeast Missouri (CPSEMO) has worked tirelessly to gain funding for homeless service agencies throughout 101 rural counties of Missouri. Though funding has been consistent, CPSEMO is pleased to accept 6.8 million dollars from HUD’s Youth Homelessness Demonstration Program (YHDP), which will support a variety of housing programs, including rapid rehousing, permanent supportive housing, transitional housing, and host homes. “YHDP recipients will use their funding to address youth homelessness that is specifically tailored to their needs, including funding for housing units, wrap-around services, and housing support,” from HUD’s press release announcing all recipients of this funding.
CPSEMO is excited to have this opportunity to benefit youth homelessness in rural areas of Missouri that may not have been reached previously. The 6.8-million-dollar grant will create a shift in youth homelessness in Missouri that has never been seen before.
CPSEMO is a membership organization that works to connect homelessness support organizations to resources, funding and clients.
